2. Rulemaking: proposed and final regulations, comment deadlines, and effective dates.
3. Enforcement: attorney general or agency actions, settlements, and penalties,
   with the conduct alleged and the amount.
4. Dates: any effective or compliance date inside the next 90 days.
For each, state which kinds of company are affected and what they must do, in one sentence.
Link the bill, rule, or order itself. On the first business day of each month,
add a table of every effective date in the next 6 months; the table counts as one finding.
Monday runs cover the last 78 hours.

Exclusions:
- Legal advice on whether a specific company is covered or compliant.
- Federal bills with no committee action.
- Sector laws such as health, financial, and student privacy, unless the sponsor adds them.
- Commentary and predictions about whether a bill will pass.

Output format for every finding:
1. Headline of 12 words or fewer, stating the fact.
2. Summary of 2 to 3 sentences: what happened, who, when, how much.
3. One sentence on why it matters to this Tab's followers.
4. Primary source link and the source's own publication date.
5. Entities: company, ticker, agency, city, or person, as applicable.
6. Confidence: confirmed by primary source, or reported by secondary source only.

Quiet runs: a run with nothing to report still files a zero-result run receipt with a one-line reason.
Deduplication: never re-post an item already in the Tab unless a material fact changed. Say what changed.
