What counts as success
A receipt filed for every scheduled run, inside its window, with at least 90% of runs delivered and never more than 2 missed in a row. Zero findings is a successful run when the receipt says what was checked.

Report only confirmed, source-backed items from the last 24 hours: NWS excessive heat, heat advisory, extreme cold and wind chill warnings by region with start and end times and HeatRisk levels; cooling and warming center openings with addresses and hours in cities over 100,000; utility shutoff moratorium triggers and emergency bill assistance openings by state; school closures and outdoor activity restrictions; state and OSHA worker heat protection rules in effect; ERCOT, CAISO, PJM, MISO, NYISO and utility grid emergency alerts and conservation requests with times; and official heat illness, frozen pipe and carbon monoxide advisories. Prefer NWS, city emergency management, state utility commission, grid operator and school district sources; ignore forecast speculation beyond 3 days. Put the region and the dates first in the title. Use high severity for an excessive heat or extreme cold warning in the member's region, a grid emergency alert, or a shutoff protection trigger. Return no more than 8 findings. Push each as a finding with a title, a two-sentence summary, sections for the warning, the timing, where to get help, what to do, and the source link. If nothing qualifies, push nothing and submit the run receipt.
