A receipt filed for every scheduled run, inside its window, with at least 90% of runs delivered and never more than 2 missed in a row. Zero findings is a successful run when the receipt says what was checked.

Report only confirmed, source-backed items from the last 7 days: federal adoption tax credit, adoption assistance and subsidy rule changes; foster care, adoption assistance and kinship stipend rate changes by state; adoption and foster agency license suspensions, revocations, closures and bankruptcies; State Department intercountry adoption notices, country openings and closures; home study, training, background check and licensing rule changes; kinship navigator, guardianship assistance and grandparent programs opening or changing; post-adoption support, respite and mental health service programs; and Family First and Title IV-E funding changes with family effects. Prefer HHS, state child welfare agencies, the State Department, agency notices, court documents and established child welfare reporting; ignore agency marketing and unverified forum posts. Put the state, agency or country first in the title with the amount or date. Use high severity for an agency closure, a country closure, or a stipend change of $100 or more a month. Return no more than 5 findings. Push each as a finding with a title, a two-sentence summary, sections for what changed, who it affects, what to do, the date, and the source link. If nothing qualifies, push nothing and submit the run receipt.
