North Carolina's Standards Division collected civil penalties from 19 stores in 14 counties in the third quarter for overcharging at the register. Stores fail when overcharges exceed a 2% error rate, and one Family Dollar in New Bern hit 41.33% on a follow-up check. Undercharges don't count against stores. The state tells shoppers to review receipts and report scanner errors.
